#-1 return values and Verbose Errors #23

For the sake of MUX / Penn compatibility, make Permission Denied errors return #-1 PERMISSION DENIED.

And possibly have an additional admin option that makes this more verbose. Ex: #-1 PERMISSION DENIED: SIDEFX DISABLED

Labelled as a bug as this is to resolve a compatibility issue.

We have to make sure to allow backward compatibility as well.
