It seems help.txt was originally created by someone pasting timezones with latin-1 formatting into help.txt
These accents were utf-8 clean and caused problems for a number of text processing systems.
Once this file was utf-8 clean, it was reindexed and new html files were generated from help.txt and wizhelp.txt
