Revisit formulas within arcov(...) in arcov-octfile.cpp #8

Revisit arcov-octfile.cpp to ensure the formulas used for the Octave arcov(...) function are correct. As is, the results are suspect. Compare the arcov(...) results versus the mu_sigma output of arsel(...).

Closing as unresolved as I've sunset the Octave API.
