V4 Assembly Instructions and Files #198

This is a first draft of the Assembly Instructions, Bill of Materials (parts list), and Mechanical Design files for the V4 Frog.

I expect that we will continue to iterate on this, but it's feeling compete enough to merge into the main branch.

The first version of the V4 instructions are complete. Merging this into the main branch. Congrats all!
