Add development environment and CMake config

The Rice Comp413 class (2016-2017) implementation of HDFS. (This will eventually be put under an open source license, which one TBD).

Set up the development environment with Vagrant, instructions are short and in the readme.

Included in the environment (along with their dependencies):

Hadoop (configured for pseudo-distributed use, i.e. multiple processes on one computer)
CMake
protoc

Fixes issue #4.

The content of this branch is the same as group4-dev-env. I rebased to squash the commit 36fe8ef with its revert.
