Remove Tile Coordinate version 1 and 2 code. #171

1 Implement any functionality of versions 1 and 2 still lacking in version 3. 2 Remove the version 1 and 2 code. 3 Replace all webpages at RichStrat using the old versions code.

194 is a prerequisite for this. #202 and #195 are necessary for the foci of the web site.
