Make the list of needs collapsible #12

The entire list of species beneath "You have not seen these species, which you've seen elsewhere in Vermont: " is overwhelming. Institute a collapsable view, so that these are only evident if you want to see them.

As well, don't display it at all if there are no species seen in a town.
