Assess Finnish and Estonian #131

Would Finnish be considered a low-resource language?

Do an assessment before adding resources from https://github.com/voikko.

If it is, also add @TurkuNLP and these repos: https://github.com/TurkuNLP/SRNNMT and https://github.com/TurkuNLP/Finnish-dep-parser. There are no other well documented, relevant repos in that org that I can tell.
