Re-arrange topics #8

Move smaller tools to the front, then move on to ikiwiki, git-annex, and vcsh in that order. Finish up with mr.

Try to keep a flow of "now you have a website in ikiwiki, but what about large video files you upload" and "now you want to configure all those tools and more" to finish it off with "all that in mr and mr config into vcsh".
