Execute Error #1

What steps will reproduce the problem?
1.Double Clicking on SIU v4 icon to run the program

What is the expected output? What do you see instead?
Expect program to run, get an error instead that has me push continue or exit. 
Pushing continue opens the program like it should be.

Another note is that windows asks me if the program properly installed every 
time I run it and get this error.

What version of SIU are you using? (Ex: 4.0.0)
4.0.0

If you attach an error report or a screenshot of the error, you get a gold
star! :)

For some reason this dll wasn't set as 'Copy local'. I didn't catch it because 
the CLR was loading it from my install instead of trying to load it from the 
local files.

It should now be included in the binaries. This fix should be pushed in version 
4.0.2
