Cannot Turn Off Tooltips, When Using Default Theme

What steps will reproduce the problem?
1. Using default theme, tooltips show.

What is the expected output? What do you see instead?
I would like to turn off tooltips in the default theme.  Since the
"show_tooltip" variable is in the "theme.txt" file, I cannot turn off
tooltips when using the default theme.

What version of the product are you using? On what operating system?

Please provide any additional information below.
The "show_tooltip" setting should be moved to the "config.txt" settings.

This issue is solved a piece of code available into issue 168. (piece of code 
not yet
retrofitted in official branch)
