Problem with the scroll bar

What steps will reproduce the problem?
1. Move the pointer to the scroll bar, and the game list will move up or
down very quickly
2. However, when move away the pointer from the sroll bar, the games list
still moves very quickly as if the pointer is still pointing at the scroll bar
3. It make it almost impossible to select the game title. The problem will
be more easy to observe if there is a long list

What is the expected output? What do you see instead?
I don't know whether it is a bug or it is only because I don't know the
right technique, but what I expect is that pointing at the scroll bar
enables quick move of the game list, but when move away the pointer, it
will turn back to the normal mode

What version of the product are you using? On what operating system?
Tested on r217
