Cover Download Tooltip Displays Behind Game List #140

What steps will reproduce the problem?
1. Use any revision, after the cover download feature was moved to the box
art location.
2. Hover over the box art cover.

What is the expected output? What do you see instead?
The box art cover tooltip should be on top of the game list.  Currently,
the tooltip will be displayed behind the game list.

What version of the product are you using? On what operating system?
r220 (current)
