bg_options_settings not enabled for themes

What steps will reproduce the problem?
1. View setting menu

What is the expected output? What do you see instead?
Custom bg_options_settings.png, but default is shown instead.

What version of the product are you using? On what operating system?
r253
4.0 custom

bg_options_settings is listed in wiki as theme-able, but it currently is not

bg_options_settings.png is now listed in the Wiki for customizing as is 
bg_options_gamesettings.png

but neither are currently customizable under the current build (r271)

with all due respect, this is not fixed.

neither bg_options_settings.png or bg_options_gamesettings.png are active in 
the theme folder, and both are 
still listed as customizable in the wiki

if one of the developers has gotten to the point where the would like to enable 
this feature, I would remind 
you we will also need to have a custom tab_bg1.png, tab_bg2.png, and 
tab_bg3.png.

But until that time, it would be nice if someone could update the wiki to show 
that bg_options_settings.png 
and bg_options_gamesettings.png are not currently theme-able.
