Enhancement: Start loader without a HDD #207

I would like to be able to access to game setting although my HDD were not
detected.

That way I could configure (for example) the cIOS used for game loading.

Right now if my HDD is not detected the application exits.

if your hdd isn't there he won't know what games you have so you won't be able 
to
make settings for the games.
