Wrong Z-layering After Password Set #236

What steps will reproduce the problem?
1. Open Loader Settings
2. Click On Page 2 Tab
3. Click To Set A New Password
4. Return To Settings Screen

What is the expected output? What do you see instead?
Z-layering should look normal.  Currently, the "bg_options_settings" layer
shows on top of the "page2" layer.

What version of the product are you using? On what operating system?
r304 (current)
