Set whether tool tips should be used in config.txt #95

Sometimes the tool tips conflict with my theme, and since the GUI is so
simple in my opinion they're not really needed.  Maybe it could be
something like this: tool_tips = 0 1.

This issue should be fixed in code proposed in issue 168. (Code not retrofitted 
by
dev team yet. You can try the boot.dol to have an overview)
