Create and upload requirements.txt file in summarizer/

well this is an old project and I am not well versed with python anymore, but ill try to upload it but meanwhile you try running the project and by that way you could reverse engineer the required packages (even I would be doing the same but I am lazy enough to not do it right away ( ;
