Migrate to most recent version of Weld #299

THis implies the infamous migration to jakarta.* namespace. Maybe it's a job for openrewrite

In fact, there is an important overlap between this and #299. Indeed, it seems like the remaining blocker for migration is the lack of a Deltaspike version compatible with Java 17. And it begins to be a real blocker, so I guess I'll have to find some radical solution.
