(BUG) Scoreboard doesn't enable on server restart. #48

For some reason, the scoreboard doesn't enable on server restart. I'm running paper 1.13.2. There are no errors in console, and no plugins interfering with the scoreboard, so I'm not sure why this is happening. I have to do /sb reload to enable the scoreboard every time the server restarts.
