Add dockerfile for ubuntu-22.10

Summary

https://github.com/Riey/kime/blob/develop/build-docker/ubuntu-22.04/Dockerfile as a reference. Merged multiple apt-get install command into a one commend for smaller image and faster build.

Other ubuntu deb packages seem not containing qt6 and gtk4 modules. Because Dockerfile doesn't have those dependencies.
