This kind of thing happens in xfce4-terminal, xterm, uxterm, default Cygwin shell (the one shown above), KDE Konsole... And don't even try to use this with the boss of shells himself the CMD. This is why:
Probably a binaries bug. Tho CMD is not a terminal really, so CMD part could be ignored, but random russian symbols instead of a clearly stated frame is not very usable GUI.
