Add 3DS support #11

I want to add RiiTag support for actual 3DS consoles. We support Citra as of now.

The problem is that I don't think anyone made an auto updating Discord rich presence for the 3DS. Tapping into a Discord rich presence would make it easier to integrate with RiiTag because it sends a packet to our RiiTag bot to see what game is played.

We've looked at making a Luma3DS plugin for it before, but I think the plugin system was for use with a modification of Luma3DS as it didn't support plugins on the main build last time I checked. Not sure if that changed.
