as of 07/28 main css is BOOTSTRAP 5. want to swap to tailwind for less generic views. make the swap to tailwind CSS. implement into django for nice layout and design

wow.. so added it was a night mare. had to run it on 2 terminals. that was confusing. now it works.. just not right? idk.. gonna try and work with BS5 and see what i can do there. rather have workign then.. whatever that was
