Description

Adjust semantics in the UI for Pet Dashboard, adjust Footer CSS to use less code
Add targetPet to local storage to account for page refresh (errors were loading bc it was only in state)
Screenshots (if applicable)

Changes Made

Remove width from petDashboard cards -> this was overriding the default breakpoints set up in the grid
Add localStorage for targetPet inside handler func
Adjust padding after vw is reduced past certain point
