It uses no OBB, but does attempt to download additional data files to its own com.snkplaymore.android009 directory in user storage (alongside DCIM etc). The source servers are long dead, but if these files are present on the local device and the save.dat save file in data\data\com.snkplaymore.android009 records that they have been downloaded, then further internet access isn't required.
