The game targets 60fps (pal and rpg component do not reduce fps target). Cutscenes hit around 20ish fps. Gameplay between usually 30-50fps but is actually quite playable, audio is quite smooth.

I would rate this playable.

Thanks good to know will retest soon. Currently in the process of replacing all my NTSC gdi images with PAL versions.

Retested with TV composite and PAL selected game play alternates between 30 and 60fps target still. Also self modifying code check is not needed.

Cutscenes slow down sometimes hitting 17fps.

Also tried with float ops game hack on and vsync on. This game is now closer to perfect.

Game play and audio are smoother.

I would actually recommend changing it to perfect. Turning Float ops game hack on made the difference here.
