During menus it runs full-speed. During cutscenes it runs fine enough (it gets as low as 20FPS when too much is on-screen) and for some reason in-game it switches it's cap to 60 FPS and gets 35-40 FPS. No graphical bugs as far as I'm concerned.

Transparent Sorting -> Per Strip
Auto Frame Skipping -> Maximum
Simple Shaders, Mipmaps and Neon SIMD -> On
Self-Mod. Code Checks -> Full
Downclock Ratio -> 3.210
