Game boots fine. Runs around 50 FPS on menus, drops to around 35~40 FPS when in car purchase selection. Around 30 FPS in-game with choppy music, with drops to ~24 FPS. Gets worse if other cars are around. No HUD, Map or Speedometer is shown. Only cars and street/buildings. Pausing does not show the "Pause" menu. When changing view to bumper view, game freezes momentarily. On the "Quest" mode menu, after buying car or exiting gameplay, if you save, it crashes during saving. But the game will keep playing music, it will freeze at saving screen. Ends up not saving anything.

Settings: Per Strip Frameskip: Maximum Shadows, Fog and Widescreen enabled. Texture: Default Mipmaps, Simple Shaders, VSync and Delay frame swapping ON.

Idle Skip, Float Ops Gamehack, Neon SIMD on. Downclock Ratio: 1.5000 Self-mod code checks: OFF

SMC must be set to Off if not specifically required. You also didn't suggest any tag. Sorting should be set as Per Strip unless required Per Triangle.
