Game only boots in NTSC/Japan mode.

Runs around 50 FPS with some drops on character selection screen / team leader selection. In-game, runs around 45~50 FPS with sporadic drops to ~30 (~27 FPS worse) during special attacks. Choppy music.

Settings: Sorting: Per Strip Frame skip: Maximum

Shadows: On Fog: On Texture Filtering: Default Use Mipmaps: On Simple Shaders: ON VSync: ON Delay Frame Swapping: ON Idle Skip: On Float ops Gamehack ON Use Neon SIMD: ON Downclock Ratio: 1.500 SMC: OFF

Suggested tag: Playable

SMC must be set to Off if not specifically required. You also didn't suggest any tag. Sorting should be set as Per Strip unless required Per Triangle.
