I've posted a banner on the Developer Portal and each user will receive an update upon login. I've also added/updated the notes on the v3 APIs on the Reference page.
At this time, the old urls don't redirect to the new ones, however with the updates listed above I believe the deprecation announcement is easily discoverable. With that I'm closing out this issue as resolved. Let me know if you have additional concerns.
