[BUG] Missing ME1 files from Data Dragon #948

Bug Description
Since the recent addition of the MENA region, some stuff is missing from Data Dragon. Specifically

Expected Result The files should exist.

Actual Result The files don't exist.

Developer Impact
It is not cost-effective but rather "nice to have".

Player Impact
This new region was added for people that follow this locale and the realms/me.json would allow more appropriate versioning providing more accurate results for users in the MENA region.

Preconditions
Nothing in particular, but I expect this to be there starting patch 14.13 or version 14.13.1

Repro Steps

  1. Visit https://ddragon.leagueoflegends.com/api/realms.json
  2. Visit https://ddragon.leagueoflegends.com/realms/me.json
  3. Visit https://ddragon.leagueoflegends.com/cdn/14.13.1/data/ar_AE/champion/Aatrox.json (or the latest version of Data Dragon with ar_AE locale)

Mentioning languages the available languages are on https://ddragon.leagueoflegends.com/cdn/languages.json this would have to be updated as well if the ar_AE was included
