Rebase questions and fixes... #31

  1. Check for pending rebase before withdrawal -->What happens when a user that has pending rebase try to make withdrawal?
  2. When a user joins the platform after some rebase sessions has happened, we should update his last rebase participated to be the last rebase executed by the system so that the system won't see the user has having pending rebase, same should apply to people who our dev tokens are transferred to that were not in our platform before eg uniswap
  3. Go through existing sensitive methods to make sure they can only be called by authorized persons
