Basis points per day Mgmt Fees wont be charged on early rebase Rebases are in sequencial order

I think this PR could also benefit from the fuzzy testing. randomizing the rebase sequence and see if anything breaks, etc. so when this is merged https://github.com/RiskProtocol/core-protocol/pull/69 we could rebase this off develop and update with fuzzy tests
