  1. When the Python code genereates early-rebase situation it should call OZ Defender Webhook to trigger early rebase on-chain ( https://docs.openzeppelin.com/defender/autotasks ).
  2. OZ Defender Autotask Schedule should drive Natural Rebase execution. Once the time for it came Autotask calls out API with the cryptographical signature and send on-chain tx.
