Move Basemaps to Tab on project explorer. #110

Add tabs to the Project Explorer dockable window:

Projects - this has the one or more project trees for open projects.
Basemaps - move the existing basemaps tree into this tab. Add a text label above the tree that explains that these are free web map services that are useful for contextualizing riverscape health.

The motivations for this are:

Basemaps are sometimes offline. Separating the basemaps onto their own tab makes it clearer that we are not responsible for the basemaps.
