Opt out of resource Autoupdates

There may be a reason why people want to opt-out of autoupdates. We should give them the choice in the options menu

The feature is just an extra checkbox on the options page. The functionality is:

• there should be no automatic updates (the daily ones) if you uncheck the box. \
• The manual resource updating button should still work,.
