Close All Projects and Start New Map #36

The Problem

I find myself quite regularly taking advantage of the functionality of having a bunch of riverscapes projects open in RAVE. However, a really common task is to "Close All Projects" and to start a blank new map document.

Request

Add two commands:

  1. Close All Projects
  2. Close All Projects and Start New Map

Note that 0.6 does a nice job (as I point out in #53, the QRAVE 0.6 actually does what we're asking here on create a new Q project.

I am closing this issue in favour of #35 Semantically right clicking on a project should only provide access to functions that alter that individual project. close ALL projects belongs at a higher level, hence the toolbar.
