Add "Make Visible in Table of Contents" feature #38

Right click on any layer in RAVE project tree and choose to "make visible". This does:

  • Ensure the layer in question and all parent group layers are turned on in Toc.
  • Turns off any layers above the specified layer so that the specified layer is visible.

This is same as ArcRAVE issue: http://github.com/Riverscapes/RaveAddIn/issues/19
