Meadow Classification Symbology #26

Create symbology to support meadow hydrogeomorphic classification framework protocol.

Symbology should be developed to support efforts in #20 and #21 - include creation of .qml and .lyr files necessary for a meadow classification project project type.

Good start Nick. Depending on how @philipbaileynar responds to #7, I'm not sure. We need to get a strategy going for development of these types or sub-types. I think once we do this is easy to deploy and this issue can transfer over to RiverscapesXML repo as it falls under curation.

We need to revisit this in terms of not just the polygon dataset, but the layers and tree we'd create for it with business logic tied to each attribute we might want to display. Right now you're thinking just the tier 2 categories.

So I would take that as a start. Please see here for how we specify curation tasks once it is fairly over there in that repo ;).

@nick4rivers this guy should be exploded into a bunch of tasks that mainly belong over in RiverscapesXML (use symbology curation template), but first require the creation of this new project type (defined in XSD). Then how do we use it here. When you get back to it, lets discuss.
