Add Logical Attribute Fields to Metadata Widget #285

We need to add functionality for attribute logic (i.e. value from one field affects dropdown from another)

@joewheaton Ya this is still relevant and what we were talking about that can be specified with QML but might be more difficult with how we have attribute options stores as JSON. @KellyMWhitehead Does it seem like we can do this? Similar to how one would design the form with the QGIS drag and drop designer?

This is close to working for Brat layers, but not quite there for a 1.0 release. Turning them off for now (#454).
