Enable upload photos for As built Structure Points #452

Many as built surveys are captured with photos included of the structure. A few thoughts/options

  1. Append photo (right click on already loaded Structure Points layer and Attach Photo as an option) import to Structure Points so theres not overlap with Observation Points
  2. Add Import Photo to As Built Observations(points layer) if overlap doesnt matter.
  3. Add Import Features From(with photo) from existing feature class.

Seems like thus might get complicated but I can see poeple wanting this feature if they are collecting photos.
