Update RAVE documentation now we have QGIS #138

High level goals:

All versions of RAVE will use a single documentation web site (rave.riverscapes.xyz)
The repo in which the documentation is served can change over time.
Use the existing ArcRAVE repo for now.

The tasks are:

I have assigned this issue to myself to get the ball rolling but will assign subtasks as appropriate.

@philipbaileynar I took a stab at getting this going a bit (you're too busy and the @Riverscapes/riverscape-project-curators should be pitching in on this. I broke out the tasks you had into their own issues and started assigning different folks to work on them.
