Base Maps Broken In New ArcRAVE #168

Base Maps are not working in the new ArcRAVE 3.0.2.

I suspect this has something to do with changes to the BaseMaps XML now that ArcRAVE is using the slightly refactored copy in RiverscapesXML rather than the old one in RaveAddin repo.

Two issues going on here

NAIP image service appears to be donw.
ArcGIS cannot display xyz map tile services.

Note that other services, such as those from the USGS are working in ArcRAVE 3.0.2
