Pipes and ditches business logic node for Riverscapes Context #77

Please add a new Riverscapes Context business logic node under Hydrography for "Pipes and Ditches". This layer should just display features with FCodes 42800 through 42816. Use the same "black and white" symbology that we currently use for the entire NHD network.

@joewheaton here is a full list of NHD FCodes. Can you confirm that you only want 42800 through 42816 in this new layer please?

Thanks. Yes, another easy way to get this is to add the full NHD+ HR layer file and just remove from the display the non pipe ones. I already lumped them all together in there.

@philipbaileynar I've made changes for this task in the RS_Context_Pipes_and_Ditches branch. I added a new symbology layer which is in the 'Shared' folder within the same branch. Let me know if you have any trouble viewing it.
