Symbology labels often get lost when applying symbology to a raster #95

In summary, even if the symbology layer file has a symbology label attached to it, it doesn't consistently get applied to the raster like symbology does.

@philipbaileynar did you ever watch @tyler1218hatch video on this? Interesting... curious if it s a 10.4 10.6 layer thing?
