RCAT compatability #96

@philipbaileynar This is a big one! Adding business logic and symbology for old RCAT runs. While everything looks good in RAVE, keep in mind that each RCAT project must go through my conversion script to get a compatible project XML.

Also, I'm not sure if I need to take any more steps to add a new RCA symbology folder. I just added a folder called RCA. Let me know if there's any more steps that need to be taken to ensure the project XML can "access" that folder.
