GCD saving projects with commas #367

Workshop participant could not re-open a GCD project that contained a change detection because the GCD project file contains commas in the floating point values.

Note that this person had already changed their regional settings and set the decimal separator to a period but their grouping value was not changed.

This was fixed as part of 7.4.4 on 27 Nov 2019
