Fix loose-ends on TauDEM - Is this documentation that is tool specific or project specific? #378

As part of original #340 request for TauDEM, @philipbaileynar asked for:

  • Make sure that the project XML has
    • verbose acknowledgement of tauDEM tool and developers
    • tauDEM web site URL
    • citation to best paper

@MattReimer closed #340 and asked for us to split out remaining stuff on new enahncements.

Where does the information @philipbaileynar asked for really belong?

I think that this information really is appropriately placed in the TauDEM tool documentation site (see #377 and #376). I don't think it is "project specific" and therefore does NOT belong in project.rs.xml as project-specific meta data. It is tool specific (see discussions at https://github.com/Riverscapes/RiverscapesData/discussions on some of this too!) @MattReimer and @philipbaileynar please correct me if I am wrong and propose the solution for how we link to documentation from RAVE for specific tools.
