Need basic documenation for Anthro and RME

Once #861 is underway, please follow pattern (see style guide and readme), we need basic production-grade tools pages for:

• [ ] Riverscapes Metric Engine Documentation
• [ ] Riverscapes Synthesis Projects (scraper) Documentation

Basic documentation has been:

• Home page with brief overview video
• Status Report Card FYI @lauren-herbine, @philipbaileynar, @dominique-shore. @jtgilbert feel free to delegate as appropriate.

The basic content will not change between Gatsby *.mdx and Jekyll *.md. So just go ahead and start writing following same pattern (i.e. creating docs folder in appropriate submodules. If @philipbaileynar beats you to it (i.e. he gets the tools site(s) migrated before you are done), we'll show you the differences he documented nicely already here. Otherwise, it will be @philipbaileynar who can easily migrate the *.md to *.mdx.
